The National Library of Medicine (NLM) is one of 27 institutes at the National Institutes of Health. The NLM Office of Computer and Communications Systems (OCCS) is seeking to recruit Data Center Facilities Management Specialist position.
The IT Specialist (Customer Support) candidate will be expected to:
- Serve as the senior expert with responsibility for operational and environmental management of Data Center infrastructure, including power provisioning and control and the configuration, administration, and support of hardware and software environmental management systems installed in the Data Center (power, cooling, floor space, environmental, leak detection, security and surveillance) to provide reliable, efficient and optimum services to NLM customers.
- Train and mentor section staff in basic troubleshooting procedures related to infrastructure events to ensure adequate staff competence during 24/7/365 data center operations.
- Leverage Data Center Infrastructure Management (DCIM) tools to analyze and optimize Data Center utilization and energy consumption of all IT-related equipment and facility infrastructure components.
- Plan, coordinate, and direct the installation and testing of new systems such as computer facility environmental conditioning, monitoring, mechanical, electrical, and fire suppression.
- Oversee and approve acceptance testing of new systems that have been delivered, installed, modified, changed, or upgraded by manufacturers, vendors and contractors.
- Plan and direct major projects to repair, renovate, modify, or upgrade Data Center infrastructure systems.
- Plan, coordinate, and oversee a robust program of comprehensive facilities inspections and analyses to ensure continuous assessment of all Data Center facilities components and systems, and direct the development and implementation of comprehensive maintenance, repair and replacement plans for all infrastructure elements.
- Oversee and manage all aspects of the physical security of the Data Center.
- Develop specific business continuity plans related to Data Center infrastructure.
- Ensure plans include procedures for critical equipment and infrastructure elements such as emergency equipment shutoffs, power drops, HAZMAT, chemical spills, weather emergencies, earthquakes, and fire safety.
- Keep abreast of operational and technical information for infrastructure systems and the latest developments and techniques in the field of Data Center infrastructure systems technology, and provide expert advice and recommendations on new developments and technologies and their potential for significantly improving the operating effectiveness and efficiency of the Data Center.
- Provide expert advice, counsel, guidance and instruction to employees, supervisors, management and vendors on a wide range and variety of complex facility infrastructure issues and establishes, and maintain strong relationships with internal and external counterparts from multiple disciplines.
- Develop plans and procedures for handling major outages of the data center utilities resulting from planned or unplanned events.
- Develop tabletop exercises for handling major outages, and train section staff and data center customers on timely and effective execution of procedures in the event of a major outage.
- Identify risks to the data center's utility and physical infrastructure, and develop plans and budget estimates for remediating risks.
- Recommend, justify and implement acquisition of new systems, oversee the development of statements of work, technical assessment criteria for contractor performance, and review contractor proposals and negotiates final technical contract terms and conditions.
- Conduct financial analyses, and prepare and justify budget estimates for Data Center infrastructure to ensure adequate funds to maintain Center operations.
- Manage the approved facilities maintenance budget and financial plan.
- Develop business case proposals for initiatives to improve data center infrastructure that contain alternative analysis, risks, benefits, recommendations and cost estimates.
- Oversee inventory of equipment/hardware assets in the Data Center and ensures accountability for assets.
